I'm new to this forum and quite new to art. i'v been practicing for only about 2 years. I am trying to improve my technique and i need your opinion and also links to tutorials would be nice. This sketch was done really fast as i was experimenting with tempera.

One hell of a tutorial on the general rules of making art and observing reality has to be the one by Prom (http://itchstudios.com/psg/art_tut.htm). It's mainly aimed to digital painting, but the knowledge in there is technique-independant. It's surely a good start.
As for your piece, I think you have to define more precisely what do you want to communicate with it. Right now, I can't really tell what's going on, if it's a character design or something else. Try to define the background an the character a little bit more.
