Hello, I would like to start up a web page but I'm not sure how to go about it. PLease help!!!

If you get out your Google skills, you will find hundreds of tutorials.
Some will be very basic, some will use WYSIWYG editors, some will use dreamweaver etc. Only you know your own skills so only you can pick the tutorial you will understand.
