Believe it or not, I printed out your picture and drew a lot of suggestions, but when I tried to scan it...well let's just say that I hate my scanner! The shoulders look funky because
1) the collar bones aren't angled enough
2) the width from shoulder to shoulder is to narrow (generally that width is at least 2 heads wide)
3) the neck is a little to narrow ( I know you're distorting a bit and the neck seems to sink into the chest a little in a pose like that, but it makes the shoulders look weird).
4) length of your arms are slightly off (shoulder to elbow is the same length as from elbow to rist)
Some tips I can give you are:
To draw inside the image more. It's the interior details that make your forms pop.
Draw through your lay-in's.
Draw lighter and try not to erase at all if you can help it.
Try to feel your lines before you make them (preview your strokes over the page first).
Practice your cylinders, boxes, and spheres a little more and put these forms to use in your lay-in.
Try to find those forms in drawings you like by pros and in photos.
Look for the sides, bottom, and top planes (there are 6 sides to a box; this can apply to a person too as a simple idea).
Draw, draw, draw!!! You have some good ideas there. Try to think through the drawing process a little more. Just think you'll get better each time ;)
