Still needs some detail work on the character. Is the composition weak? I'm not sure if I like the background how it is atm.
He is also supposed to be a general or high ranking officer, not sure if he comes across as such to the viewer. Suggestions?

Dude, this looks great. I don't think you nead the photo overlay, but if you like it, keep it!(though loose the line break over the photo elephants head.) As far as composition, yeah it's not strong, but if it's a concept peice for the character it shouldn't matter too much(I'm sure some people will disagree, "no everything should be perfect", ect...) The details really sell this peice, and just remember when you print it for your portfolio that you will need to lighten the image, or loose them! I think that it may need some highlights, but that's it. The armor being a little more shiny will show him being a captain better("he must be the king,... he ain't got crap all over him...)

I would suggest 2 things:
First, his skin is difficult to see, maybe add some less contrast, to show off his form. Second, his body proportions look as if he would fall over if swung his weapon. give his legs a bit more length to them.
