This function seems so "random". I'm using Painter 8 and 7. :/

Both layer types have to be on "Default".

Hi,
It's not the Layer type that needs to be Default, but the Layer Composite Method.
Layer type refers to what kind of Layer it is. For instance, default Layers (regular Layers), Water Color Layers, Dynamic Plug-in Layers, Text Layers, Reference Layers, etc.
To merge multiple Painter Layers into a single Layer, all of these Layers must be set to Composite Method Default. (Some Layers must be set to Composite Method Gel for the brushstrokes to have the intended appearance.)
If all of the Layers you want to merge into a single Layer are set to Composite Method Default:
• Hold down the Shift key and, in the Layers list, highlight all of the Layers you want to merge into a single Layer.
• Use Ctrl/Command+G to Group the hightlighted Layers.
• At the bottom of the Layers palette, click the Layer Commands icon (left icon) and choose Collapse.
If all Layers in the Group are not set to Composite Method Default, the Collapse command will be greyed out.
Depending on the image and what you want to do with it, there are several workarounds to choose from when all Layers you want to merge into a single Layer are not set to Composite Method Default.
If you need help, explain your image in detail so we'll understand the situation, what you want to do with the image, and know which workaround to suggest.
