Art Supplies

Well, I'm a newbie to sketching. I started drawing cartoons at a young age and stopped after a while. Now i'm getting back into drawing and want to move onto something better. I believe that sketching and concept art is my path, and I want to know what are some good supplies i could buy, being a newbie and all.

I've seen people make great art with cheap-ass mechanical pencils on notebook paper. I think that it's more about how you use what you buy, rather than the art supplies that you use. But...Umm...I'm not sure, because I just use a mechanical pencil (.5) and computer paper.
