well, i don't think i'm that much of a skilled artist that you want to answer yer question but anyway... here you go:
my day to day materials are:
pencils (several .5mm mechanical and some wooden of different grades)
brushpen (cheap pentel color brush in black)
when working digital, i wouldn't like to work without opencanvas and a setup of two or three custom brushes. the one i use most is quite inkbrush-y, too.
as for coloring and digital painting, i use painter 6.1 and a wacom intuos.
making it look painterly imho depends on more than just the tools but the way you perceive and display form, shape, color, value, edges etcetera. that imho is what sets a painting really apart from photography not primarily the ability to see the brush ductus.
edit:
to get into the details of the payload i carry with me:
mechanical pencils: 3h & b (both .5mm)
wooden pencils: hb, 2b & 5b
kneadable eraser
scalpel blades - for sharpening the wooden pencils and "erasing" ink splots. at home, i use razorblades for this but for the sake of mobility, i use scalpel blades as well.
absolutely forgot two of my most beloved tools, what a shame:
two heavy massive metal ballpoint pens, one with medium quality, medium size black ink and one with an original parker fine size black ink.
gotta love ballpoint pens.
as for liners, i carry with me faber-castell ecco in .2, .5 and .7 but use them rarely. deadweight is bad for most things, so i use my brushpen instead.
that should be the most important bunch of things i like to have with me.

my materials:
Pencils, Faber-Castell 2H
Faber-Castell "Goldfaber" (kinda watercolor pencil; black, for the shades)
Liners: Faber-Castell Ecco Pigment 0.1, 0.3 and 0.5.
hum, dunno if Faber-Castell's available in the USA .
the paper differs, mostly 100g/mē
I got Painter 6.1 for a few days now but not a tablet yet (hopefully tomorrow)
oh, and remember master feng's wise words: "It's not the material that makes the artist"
