try looking at actual machines (anything, bulldozers, blenders, car engines) to get kinda an idea of how they work, and use parts of those in your sketches

The key to cyborgs [although I haven't been too successful myself] are anatomy, mechanics, and physics. Jot down a brief idea of what you want it to look like and how you want it to move. Your best bet is to combine aspects of two different worlds. That's how all modern machinery is designed. Cranes - off of giraffes, bulldozers - rhinos, etc.
So, think of the purpose of the cyborg and how it will move. Then combine those elements.
Too many people try to just draw, which works for some, but not all. I still think the best way to come up with a good design/concept is to brainstorm, brainstorm, draw, and brainstorm some more. It's not only about hand control, it's also about the thinking process.

Sometimes drawing is not everything, sometimes (read everytime) you need some thing called... imagination . Trust me.

What I find works is if you basically make a bunch of thubnails of deformed human figures (longer arms, tall heads, etc.), about 6 to a page, keeping them frontal or profile view. Pick one or two and start putting them in strange poses keeping to basic shapes. Once you have found a satisfying pose and shape, make a larger version, and add details. This method I find works great for anything.
As for details and trying to make them look cybernetic, I try to picture how it is built from inside out. Usually on the inside, there is a large mess of exposed wires, gears, hydrolics, joints and tubes, and are covered with various plates and coverings. If you can imagine how your cyborg is mapped out on the inside, it becomes more easy to create a practical looknig outside.
