What is foreshorting and how do you do it?

Foreshortening is perspective in a sense. If we stand facing each other and my arms are at my side you can see their entire length in direct proportion to my body. If I raise one arm and point it directly at you, you can no longer see it the same. It is now in "perspective" to you. So the relative appearance of the length of my arm appears shorter. That is foreshortening.
This is used heavily in comic books to give you the feeling somithing is coming right at you.
