Ok im really new with painter and tablets, so can anyone tell me what i could do to make the hair look better? Also, i think that the hand is a little small. Any comments or suggestions would be great. Thanks.http://www.angelfire.com/comics/helltaxi/images/kimball_color.txt

Use very small brushes to draw the hair...and be prepared that you'll just need time for the hair. Draw the lines as they run in real...

good start
the whole head seems the wrong shape, oval instead of skull shaped. That's why the hand looks too small and the cheek looks too big.
imo, you don't have to paint every strand of hair, just get the basic volumes right and then paint the strands that catch the light and the strands that contrast.
