yea your background should contrast a lot more than that with your protagonist because right now its hard to see the details on that blue cycop/chick, I had to look closer of my screen to see the details on it
but sorry I dont really know what you should do for your background

Yep I agree with RUFKE. I think that your background is sucking in your characters. You can have a shot at perhaps using warm and cool colours to seperate your characters from your backgrounds because you have very similar reds and greens in both your short person and the background.

Your figures will pop out from the background better if you give them more volume. Right now they look kind of flat.
I can see you have put in some shadows and highlights, but they aren't really working to make the figures seem rounded out.
Also, it's kind of hard to tell if this is supposed to be a day scene or a night scene or where your light sources are coming from.
I would suggest working in black and white for awhile. This will help you learn how to make a picture read better. Later you can think about adding color.
