looks good, i think more contrast could be added to make it 'pop'

the buildings should mesh some more with the sky, methinks. from what i can tell, you are using way too much black. try out some really dark blues instead. adding some atmosphere techniques on the buildings would be good as well...fading them out (hard to do when they are all pure black), making windows smaller and whatnot, to give the background some depth. the figure is nice, however.

you have an appropriate mood going....it needs another pass to clean it up. make a decision about the most interesting part of him or the pic which you want the viewer to look at...choose the focus...and give us something to rest our eyes on.
check out www.artrenewal.org and see if you can find any images which you can see those artists really detailing out an area for viewers to focus on...notice how areas fall back in space in the masters works.

paul, two things,
when you draw a picture like this , you should stand infront of the mirror. and take the pose, his left leg and knee is much too small for him to be hunched over like that. also the pose itself isn't very flattering. for a superhero pose (remember that book how to draw comics the marvel way?) , i remember a few years back when everyone was drawing those "leaping at the viewer" poses that art adams, jim lee and mark silvestri perfected. there's a nice baroque touch to those, involving the viewer.
here's what i would do, move both of his legs up onto the floor.
and as for the color and lighting the color seems fine but maybe he should be alittle more backlit. since the light seems to be coming from behind. not overly lit , but just a touch more.
