I want to learn from a master, but where? Do people do this anymore?

I think what your looking for is an atelier. It is the classic european style of art training.
http://www.artrenewal.org has some good info and a lot of registered ateliers on their site. I don't think they have a one master to one student, but rather have a small tight group of students. I believe Mindcandyman is part of one you could ask him for info.
