If you guys/girls remember i made tutorial in my SB on page 24 how to create "swatch" palette from photo. It wasn't real swatch palette, it was just firlter that create photo into squares.
So here is tutorial were you can actually create swatches out of photo.
This is very good method if you want to learn from masters, to see what color they use to create some great works, or any photo you like for that matter.
First i have choose this painting from Sorolla

Then i use my method to create mosaic out of it, or to simplify colors in painting(you can skip this if you find that you are loosing some colors)
filter/Pixelate/Mosaic

Then next step is to go to Image/Mode/Indexed Color.
Here you have option to choose 256 colors as maximum. You can choose lower amount of colors, or just few, it's up to you

Then choose one of options, for this i have chosen Local (Perceptual), but here is entire list of choices

Next step, go to Image/Mode/Color Table

Next, ok now we have entire image as swatches. You can delete, replace or add any color you want, or leave it as it is

Last step. Save it. It will automatically save it in swatches folder under *.ACT

All you have to do is go to your swatches window and choose option Replace and choose your color palette
