I'm curious to know what people here would consider fair compensation for the publishing rights of artwork that was completed independently and is not attached to a particular project. Would you expect larger publishers to have a budget for this kind of thing?

Your question is too general to quote even a ballpark dollar amount. Generally re-use is cheaper than what you'd charge to create a new piece, but for an existing piece that's never been used before, it's a rather grey area. I would probably charge a bit less than if I was creating a new piece, but more than a standard re-use... maybe 75% of what I'd charge for a new piece.
