Comic Identification help.

Hello everybody, it's been an hour or so and I cannot figure out this character's origin from a comic I do not recall the name of;

I'm pretty sure its not related to the DC and Marvel universe ( could be wrong )
He looks like Anti venom / white carnage / twelve (street fighter)
and if I remember correctly he was a scientist? ( also possibly wrong)
