Dig the concept - I may suggest

-More wider overview and underwater perspectives will show more of your city
-add some "people - creatures - whatever you like" doing different activities
-Reconsider the existing blue scale - also add more colours
-Add details
-more contrast
-good luck

king has really good points. Think of your composition, we see too much water, and not enough of the idea. And why is that one building cut off?
