if not mistaken is' part of an excellent book for Russian artists? On site since there is no bibliography.

Loomis books. Google the name for more information. He has about 5 I believe.
One specifically about constructing the head and hands.

And it's not really part of any guide book for russian artists as far as I've seen so far, they're more into a variation of Bammes for the facial planes.

In English? no. Actually, to find a breakdown of the method, it's pretty much a scavenger hunt these days or pay schools a large amount of money to get it.
If you're intent on doing it the russian way, just buy a bammes book "die gestalt des menschen" when it's available. It'll have some breakdowns of form for you.
