royalties from a small publisher

A small publisher offered me $20 a page. This is embarrassingly low, but this is a small operation. I was wondering what would be a fair royalty to ask for. I want to ask for 20% for digital and 10% for print.
I don't want to scare away this client.

Ask for whatever will you think will make things worth your time (with the understanding that it probably doesn't matter, since 90% of nothing is exactly the same as 10% of nothing). If that's enough to scare them off, why are you worried about scaring them off?

The reason I'm a bit skittish about this is I've scared off clients over less and I have no idea what's fair for residuals on this scale. I know 20% is out of the question for the big publishers, but they provide a good page rate.
