No he says clearly he will work out the fee with the artist, which being in this section will presumably be over 500 usd.

Correct. Not only is it the professional way to approach a job, but I will delete posts that are simply portfolio links, or do the "email sent" thing. They are looking for artists. They are checking their email (and if they aren't, they weren't very serious to begin with).
