Shortcut question

Maybe kind of an odd question, but hoping for an answer anyways.

Looking for a way to disable layer up and down selecting by way of alt/option + [ or ].

I say this because I tend to work fast with my finger almost always on the circular touch ring, changing brush size as I go. So I end up every now and then changing brush size and also clicking alt for color picking and end up coloring on another layer.

I've looked a few times in my short cut and menu sections to find where this action is located but to no avail.

you can modify it in anyway you like it
