Last week a very good friend gave birth to a baby girl and thus I made a sort of birth certificate. I wanted to have a fresh and child-like pic. What do you think, should I outline the letters even more or leave them as light as they are?
Anything else I could improve?

You wanted to keep it simple, theres no problem reading the text now. It works.
But if you want to make it more complex I wouldnīt make the outlines stronger making thus making it all about the outlines eh well you perhaps know what I mean. Instead I would make shadows as to make the text pop out a little for example like thishttp://medlem.spray.se/mindflaw/hpbimg/t.bmp or in itīs mirrored version.
By doing this you could create two levels in the picture like just do the "birte" text and the same with the green frame (not the text there since then you will separate the text from the frame. Now you got the text in the "foreground" and the rest in in the bg. Well theres endless possibilities just by using shadows. But the risk is that the child-like you want would be destroyed.

Sorry for not getting back to this earlier. Thanks a lot, Mindflaw, it does help. Would you suggest black shadows with ink or dark deep purple/violet shadows with watercolors?

Canīt answer that question, but...
I suggest that you check it out with the computer even if you havenīt bought any paintprogram, "paint" that comes with any computer using windows works well enough for this. Then you could check out the way you think about making the shadows really works and what colour is best according to your own taste, and if you want to make this changes.
Yeah one more thing is that when you done it with the computer leave it for a while then come back and check out what you think... easier to make a decision one is satisfied with that way (at least for me).

EDIT: was at college and had some spare minutes so I did a really quick paintover using more of compelmentary colours to use colours more "vibrant" when shading. Itīs REALLY QUICK job though might help you
