Matte paintings don't have to be digital paintings, they can be painted traditionally although I don't know if anyone does it that way anymore. Matte paintings are for filling out a scene in a movie or show or game that would be too costly to shoot otherwise, on location or through building full size set pieces. Digital paintings are done using software not pigment, and can be anything you want to paint.

The above pretty much clenches it! As for where to start learning about matte, I suggest watching "Mary Poppins"~ Sounds odd, I know; but, it really is considered a jewel of traditional matte painting and provides an idea of its multiple uses. For digital painting, CA seems to have a number of resources available in their "tips and tutorials" section! Good luck!
