I'm primarily a drawing person myself...don't fool around with color all that much. I like working digitally when I do do color (primarily for some of the reasons you seem to be interested in digital stuff.) To answer your question I have in the past had good results with prismacolor color pencils. Prismacolor is a bit expensive but they are fantastic for blending and blending is what typically gives color pencils thier range.
I've had the best effects with color pencils over watercolor. I know you don't like paint and I can more than relate to you on that one but as far as paint goes watercolor is the quickest to use and cleanest. I'm sure coloring over markers with color pencils would work well too but I have yet to try it.
As far as watercolor goes there are a ton of brands but the very best work I've ever seen in person was done with crayola cheap ass watercolors.
I don't have examples of my own work to show you but this might help

It's a lot more involoved (and better) then anything I've done but you get the idea.
