Okay, we have some serious proportional problems here

-eyes are in the middle of the head in the height axis.
-ears are between the point of the nose and the eyebrow

There are alot of other proportional issues but i think these will make the most difference to your drawing right now. Get some anatomy/drawing books. That eye looks flat.

Also you should also shade your pictures. It's good practice because that makes you learn the shape of the object, like now its the head.
Also when you draw hair, dont draw it like a helmet then add various lines, -shade- them. Like fill everything but the highlights with your pen.

But, good luck for the progress! Post more sketches.

I see a 200% improvement since you've taken detonum's advice. A great way to get started drawing is a book called: Drawing From the Right Side of your Brain. Basically the book teachs your to see the way an artist does. To see objects and people for what they really look like, not what your left side of your brain says they look like.

Also, could you please use the "IMG" feature on the toolbar? Its above "Your Reply" when making a reply to a topic, or when making a topic. It shows your image in the thread, besides people having to click the link.

I can see improvements from your first post, keep it up, man. Well, finding good drawing books is a problem for me, too... :)

You should try these two links, they helped me a lot in understanding how to draw eyes:
