Wanted: Professional Artist for 1 job

I got a cartoon picture of a idea I had. I want a image ruffly 7x11 sized. Please be experienced with making realistic drawings such as faces and copying electronics with good detail. Also people have proof that your a good artist. My budget is $25-$75 for a complete fully colored image.
I'm looking for serious artists that keep there word on making it. I've asked several artists before on different forums but they never do them.
