Probably better just to Google Comcast and Torrent Download. Then you'll see that the cut-offs are more likely due to Comcast's traffic "management", that the service guy was almost certainly talking nonsense (distributed too much!?) and that traffic profiling Big Brother style is responsible for identifying your allegedly illegal downloads. My advice is to go with a reputable ISP that doesn't lie or shaft its customers, or, better yet, change ISP and stop downloading copyrighted material.
