As a fairly new painter should I do mainly studies, or more concept stuff?

Everything. And then some more of everything.
But a key to a great painter is a great drawer as well. I've met many great drawers who couldn't paint, but never have I met a great painter who wasn't also a great drawer. Proportions and perspective are just as important in pencil as they are in paint.

You should only do studies and nothing else. If you do any concepts whatsoever, and we get to hear about it, we'll confiscate your painting materials and send you to bed without any absinthe.
OK, so no, do everything.

I recommend you do both, but I'm leaning a bit more to studies, a wise artist once said:"To be able to draw a fake gun, you first have to be able to draw a real one." (Please don't castrate me, I forgot who said that :\)
