Do lots and lots of gesture drawings! The energy you put in a line will always affect how it looks and feels. If you draw fast movement/energy draw the moving parts quickly and with lots of energy. If you want slow movement or no movement at all draw slowly. It goes a lot further than that and I suggest you read Kimon Nicolaides' "Natural Way to Draw". Much practice is needed to achive good results with this.

Quick sketches can be drawn of stationary scenes (http://www.joseflebovicgallery.com/Catalogue/Archive/Cat-132-2008/Large/0067.jpg) (Vuillard) and carefully drawn figures in motion (http://www.mcm.edu/academic/galileo/ars/arsgifs/zmichelangelo.gif) (Michelangelo) can be made with very meticulous rendering. What will convey movement is the pose and placement of what you're drawing as much as how, if not more so. The "action" of your line can certainly help, but it's not a requirement. Then again, you can motion blur the hell out of it if you want.
