I want to buy a whole bunch of cheap picture frames, but I don't want to spend a lot of money on them.
Is there any place that sells picture frames in bulk?

You can get good deals from Graphik Dimensions (http://www.pictureframes.com), especially on standard sizes.

You could check out second hand stores...they have tons of framed pictures.

Get a job as a picture framer, with a nice boss who lets you keep the off-cut and slightly dud lengths of moulding. Also you sometimes get people wanting things reframed who no-longer want the original frames.

As mad cross said, second hand places. Big Lots, any Ollies, any Value City, and maybe even dollar stores. Of course, they're just one resource. You can also check a place like K Mart, Wal Mart (thats where I got the frames for my assoc. deg. and my HS diploma), maybe Boscovs? I'd hold off, unless it's necessary or it's a special work, as long as I could on going to specialty store like A.C. Moore or Michaels.

Michaels usually has some pretty excellent deals, and if you're looking for a particularly nice framing job I'd recommend digging the 50% off custom framing order coupon they stick in the Sunday paper every week. Or if your paper doesn't have it, I think they have coupons online as well.
You might also try hand-making the frames. You can go to any Hobby Lobby, Dick Blick etc and buy little framing sets, or if you have access to shop equipment it's only a quick cut away. As far as price goes, I would think that's the cheapest.
