Make sure you have the latest drivers. And that your Cintiq is turned on before you boot up your computer.

well i reinstalled the drivers and im still having the pressure problems.
I got the photoshop CS4 extended, I tried my other programs like Sketchpad pro and Painter X and i have pressure there so im thinking there is a problem with photoshop.

When you reinstall the drivers, make sure you delete the old ones first. Clear out your preferences file too. Reboot, reinstall to the latest drivers.
Turn off the Virtual Wacom Driver in Control Panel/System/Device Manager - Human Interface devices. If you're in XP (may work for vista too).
Make sure the tablet's mode is in Standard Mode not Recognition Data.
This is found when you have the preferences up and double click on the device tablet (Cintiq icon) in the Wacom Panel.

Can you tell us a little bit more about your computer? It sounds like your computer might be struggling to make everything work.
The tapered brush strokes and pressure sensitivity won't work unless the drivers have been installed properly and "dynamics" have been activated in your photoshop brush settings.
