I use the Tool Presets palette for this, you can number the brushes so that they appear in whatever order you choose.

hmm.. so the actual brushes when I right click while using the paint brush cant be reorganized?

arrow button in top right corner in brush selection window > preset manager

I like to keep al my brushes in a file and use the tool presets for my most used ones - once your brush library becomes large it might be tiresome to go trough it every time.
