bypass photoshop hotkey limitations

I was wondering if there is a way to bypass any hotkey limitations like the standard 'can only use shift and cntrl in conjunction with any keys' or the actionscript limitation where it only allows function key assigns'. I'm doing this because the smallest keyboard I could find and afford was a numerical keypad that I can plugin via usb for my tablet pc when I plein-air.

Yeap, I was wondering the same thing, as it's sometimes more convenient to map "shift+char" "ctrl+char" instead of F1-F12.

The nearest solutions for this is using AutoHotKey and assign a numpad with a function key that you want to use.
