This piece is nearly "finished"(i think?) -but need some constructive feedback.

She looks cool. My only gripe is that her wings look out of style to her. She is nice and smoothly painted, and the wings are more flat and jagged. I'm not sure if it was the effect you were after, but it looks a little detached.

Is it just me, or does the arms look a bit soft? I dunno. maybe it's me. Other than that, and the wings issue, it looks tight as hell.

yea the arms do look a little 'soft' i think its the green thing wrapping around them possibly???!? and the wing do look out of place i think they need to be slightly softer and not as jagged and, im not nit picking, but the face to me looks to realistic for the picture and looks a little odd
