Looks a lot like Tetsuo from 'Akira' but with lighter hair.
I think you should take a look at the lower left arm. It looks bulged. Perhaps take a look at reference on how arms really look when crossed. It's not the most easy pose to draw.

It's not my thing, but I like this alot. I like the cartonishnese about it, and that you can see some of your sketch around the eyes/face.

Good job, the left arm on the bottom is sort of bulged, but it's a great piece.
