i have made a image on photoshop but i carnt seem to upload it as it exceeds the upload maximum and just wondering how can i decrease the file size ?

image -> image size. 800 to 1000 pixels wide is plenty for web. Use the save for web option to play with quality vs size options. Save as a web-friendly format like jpg.

Is it still a PSD file or did you save it as a JPEG?
