Its very nice as a piece of artwork, but its not steampunk. It lacks that steam engine feel. Its just not clunky enough and I couldn't tell that it is supposed to be steam powered if you hadn't said steampunk. Look up a japanese show called Big-O. the main robot has a retro look, which could easily be steampunk if it was developed a bit. Just look to make it look big, clunky, and crude. Your has far too many fine pieces on it, I would start by removing them and simplifying. But thats up to you.
