Welcome to the Painter8 workshop.
Making paper really isn't that hard... it's making a paper that works, here's an example of one that does.
The best type of paper in my opinion comes from a microphotography photo, organic and detailed.

Now in painter, take that photo and crop off the white edges around the edge, make sure there is only one layer(drop all)
Then go to EFFECTS: Tonal control> adjust colors.
Then turn the saturation down to -139%(max)
Then select the full image by pressing CTRL+A
Now make sure you have the paper window open, if not press go to WINDOW and scroll down to "show papers".
Now in that window go to the grey box with the PAPERS text on it and go to the right and find the arrow pointing right >
click it and hit capture paper, once it is captured a box will come up asking for you to save it, do so and i suggest keeping the threshold the same.
now you can select it from the list of already made papers.
now if you don't know how to use a paper, you must pick a brush with the grain option, the lower the grain the better the paper will show up. the more grain you have the less it will show. So fiddle with the paper and fiddle with the grain level on the brush.
