i wanted to try that android-outline thing by myself - it's quite fun and can add a lot to a shape.

This piece is very pretty and has a good feel and gesture to it. There are only a few minor structural changes I might make that would be pretty simple to execute. The first would be to perhaps make the arm on the right slightly less muscular by toning down the bicep a bit. It would be pushed forward by the bosom as you have it, but on female forms it is generally a good idea to avoid too clear of a deliniation between the muscles. It contrasts with the smooth contours that make the rest of her so soft and appealing.
The other thing I might do is to imagine her trapeziius going all the way around her neck from shoulder to shoulder. The tilt of the shoulders is very good, but the slant of the trapezius looks a bit concave on the right. If her shoulders are hunched slightly you want to indicate that fact by having a nice rounded trapezius. (try looking at Raphael's drawings...)
If you did that and rounded off the deltoid on the right to match the one on the left, the picture would look great. Hey, it already does look great, but those few things would help really push what you seem to be going for.
The colors are pleasing, and this is something I know less about so take it with a grain of salt, but I think a few subtle additions of the background color incorporated into the figure here and there (ie- reflected light) would give the whole thing a certain unity.
Is this done on photoshop? I am about to start learning it, and am curious about what is possible. I have only used traditional media up to this point. (Pen and ink, watercolor, acrylic, gouche, charcoal, oils, etc...) Anyways, keep up the good work. This is a very graceful creature.

i know about the flat deltoidon her left shoulder (the right, for us) but i feared to overwork it when adding more subtile stokes. sanme with her upper arm. initially, i was going for a similar look i achieved with her breasts but i didn't manage.
about color: i could bite myself n the rear... after finishing, i noticed i used just two hues in the whole figure and both were very similar. i should've used some contrasting hues - reds and greens and yellows - for shadows and natural tone differences (like red noses and cheeks. maybe yellow for this alien?). i feel this would've added a lot of life and less of a rubbery look on her skin. not to speak about reflected light. i simply forgot about it...
anyway, i play with the thought of painting it out in some areas.
thank you especially for the comment about her being graceful - the twi-lek in the star wars universe are known to be a race of stunning grace and beauty. if i managed to capture a bit of this legendary grace, i'm happy :)
edit: stupid me... forgot you wanted to know about the tools i used. it's all painter 6.1 and mainly a brush i derived from don seegmiller's brush "don's marker variable".
for the background, i used a set of different paper textures and the chalk tool.
