$1000usd for website

I recently got a quote from a website design service for 1,800usd. I want to know If anyone can compete with these rates at around 1000-1500 and have the website up and running within five weeks. The necessary requirements for the site are:

-About

-Games

-Games/gallery

-Games/team

-Games/info

-Games/downloads

-Community (forums)

-Fan Sites

-Affiliates

-Contact



And programming functions needed

-PayPal Links

-Install Gallery

-Modify gallery to match site

-Install Forums

-Give ability to download files

-Allow you to upload your own content

Just a small word of advise, make sure that the person that you are hiring can demonstrate that they have made more than one orject with community capabilities.

I read the requirements and went, easy, easy easy, easy until I got to the user uploading part and fan sites which is a whole different game. Don't let yourself be fooled by designer who can do very pretty sites but NO community functions.
