As stated in title :)

Is there a way to get, let's say, two keys for increasing/decreasing brush opacity with, for example, 20% steps?

The Action Window doesn't record the opacity change, so I can't use the action and assign him a hotkey.

Marco Traverso has developed a script (http://www.carbodydesign.com/archive/2008/09/30-photoshop-brush-controller/) that changes brush size and brush opacity with mouse movements and key combination. In theory, it sounds pretty interesting and intuitive - the resizing would be similar to way Painter and Photoshop CS4 do (hold key, then move mouse until you get brush size you wanted), but in practice, at least on my computer, numbers are flickering and I can't change values smoothly. Maybe it's a matter of tweaking script, but since I'm not a programmer (though I really wish I could be), I'm asking you there.
