How do you get that little bit of shiny specularity on the lips, nose, and eyes..etc? is that just with normal white in photoshop? It looks like something else, but it may just be brighter because of the contrast of the rest.

the highlights could possibley been done with the glow tool, which is in effects(painter7), make it small, pick a dark varient of a color(dark orange) and fiddle with the opacity.
