When drawing a fully rendered figure is it best to use a whole sheet of paper? (sheets like 9"X11" in size) ...or does it matter? (I'm sorry if this is a stupid question.)

Shrug, depends on the medium and the detail.

There's no point to go bigger if you can fit enough detail in it. I do scan in in high DPI though, because it catches more detail.

It doesn't really matter IMO. You could still draw a fully rendered figure on that size, anyway. But FYI, usually 18x24 is a common size for full figure drawings cuz it's used a lot in art school.

The bigger you go the more margin for error you have. For example, if your proportions are off by half an inch, an 11 inch high figure will show that to a much greater degree than a 24 inch high figure.

So I would say go as big as you can until you really nail down proportions.
