Could anyone point me in the direction of artists who are using doctored photos to create conceptual images in the same vein as drawn or sketched pieces?

I am working on my BFA thesis and am considering taking photographs and manipulating/editing them to create very natural looking images of futuristic places and people with open narratives. I wanted to see what had been done before in this technique before I started to generate images and narrow down a style.

Thank you :)

Whit Brachna, Kang Je and some others have processes that involve using photos in their artwork, though the way it's applied is hard to explain (see Whit Brachna's scifi environment DVD) but to say their work is "photo based" would be a deep disservice.

I think what you might be looking for is matte painting. (http://en.wikipedia.org/wiki/Matte_painting) Just check the credits of any movie you like.
