I know that you need to use a computer to set up the 21ux but does it have to be connected to a computer at all times? Can I just sit on my couch and draw with painter and Adobe without being close to my computer? What if I were to go on a long trip were there is no computer, could I still draw with it to get work done?

The cintiq is just a screen, it needs to be connected to your pc with a cable at all times. A laptop would give you some freedom to sit where you want.

I just set up my 21ux, and it came with coral painter and allt hat good stuff. basic stuff nothing super specieal. but I was just wondering if I install the art software on 1 computer will I be able to install it on another computer? I know that some software canonly be installed once and you may never instal it on anything else. copyright stuff I think. but if sombody knows I would like to know because Im at my friends computer right now and I dont want any surprisses when I get a new computer soon.

You should be able to install it on more than one but only on your own computers for your use only, for example, desktop and laptop. I don't think you are allowed to install it on your friend's computer and your own, the idea being that you can only use one version at one time and if it is installed in another household/office then it is potentially available for use by two people at the same time.

Read the EULA, you know the thing you ticked agreeing to? - but usually they are as clear as mud.
