it seems your going to erase to clean up this up - you should use the polygonal tool its under the marquee tools to...

do it in sections it will be hella lots quicker

..also learn to use the Curves tool in Photoshop. (Image -> Adjust -> Curves or better yet, use an adjusment layer..) Curves can make the paper texture disappear in two mouse clicks. The horizontal lines are harder. They're gonna give you hell...
