uuummmm...I'm thinking her torso is a good bit too long, even for the style. It forces her girly bits (breast and hip area) too far from each other which forces me to imagine her legs as needing to be way too long to be comfortable with.
A young lady at about her age in this style is best drawn with a bit more compactness at the top and more leggyness. You are aiming for cuteness, and the way to get that is less waist length, especially in a uniform. Here's an example I just grabbed from Tora Dora--she's actually short to start with, but it comes closer to where you want to be.

You asked for comments and you got a pretty good one, so at least take it into consideration. Anyway besides that here are a couple of more things to take into consideration. Her hair and scarf are blowing with the wind yet her skirt is not. The skin tone is too hot for an outdoors snowing environment, you might want to think about putting some reds, or even purple hues in there, and then lastly, while this is an anime styled piece, you might want to practice some basic anatomy skills to bring your proportions into check a little bit, add some elegance to the gesture, and strengthen some of the forms like the hands, and the ears. Obviously these need not look realistic, but understanding them better, and being able to draw them better will only serve into a making a stronger image, and more believable character.

I like it, actually. I was always a fan of the cellshaded-ish look you see coming out of japan/korea these days (even if I never do anything remotely like it).
I don't believe her torso is too long, actually i think her arms are too short. Remember, elbows reach the top of the hip bone. Otherwise it is quite cool. :)

Actually, the way she's holding her arms, her elbows would reach lower than if her arms were hanging straight down. I even check it on myself.

I like the whole atmosphere of the picture.
I just think the eyes are a bit plain for tight a tightly cropped, simple image. A little more love up in the face would help it pop.

I think the technique of the style was achieved very well. I agree with a few of the anatomical problems.

I agree with most of the above. Most importantly, the skin tone. She has the skin tone (and lighting in general) that you would find if she was on a beach.
Also, the lighting is a bit inconsistent. There is a highlight under her right hand (our left) that would be impossible, and for some reason her hip/stomach area is bathed in light.
Overall, pretty good though. Keep at it, you're definitely on the right track. Now show us an evil piece ;D

First of all, this looks really pretty! I love the shading you've done. You know how to color.
I have to agree with some of the other comments about her torso being a bit long. Also the picture has a lot of shading except for her face. It looks a little flat to me.
What you could do is put more shadows under her bangs and on the left side of her face.
Anyway, cool picture. :D
