Depends on the software you are using but if you change the mode from normal or default in navigation options to "multiply" you can paint behind the lines.
I would make the shadow on the face a tad darker brown you want to make the shadow darker to turn the head more 3d.
i put color on the shoes and a shadow between the shoes to make it look it is standing ....give your eye a base.
hair color i start blonde yellow ish go darker browns to see where im happy with the color.
background color is a quess if you make it warm grey or cool grey you keep it nuetral. the other option is to think of a enviroment she standing then paint that in behind her.
just my 2cents worth

what you can do is this for the background.
below the black and white squares in the tool bar
in photoshop is two circles.
those are selection tools to mask.
clear or white one is selection in normal mode.
then black or greyed in circle is your mask mode.
just below the two squares that over lap for color picking.
double click on the black circle it will open then choose
selected area
choose the greyed in one or black circle.
take your paintbrush and paint using black
it will paint the figure in red.
when done choose the white or clear circle
and you have a figure that is selected.
inverse so you have the background selected.
then go up to menu choose image > adjust
and adjust the hue or color balance.
then you will quickly see what a color could look like
if you like none of them just cancel :-)
if the background on it own layer that even faster no masking
