Im looking for a book that teaches the basics of digital art in photoshop cs3 can anyone recommend me one?

Photoshop CS3 material: here. (http://www.photoshopsupport.com/photoshop-blog/07/03/photoshop-cs3-books.html) As well you can learn more than you even wanted to know about Photoshop over at the www.lynda.com training library (I've used them and they are really, really great).
As for digital art with Photoshop there's Creative Photoshop, The Art of Photoshop, and Digital Art Masters (which has strong 3D material to it as well).
Other than that you're left at learning the basics of art itself. Composition, color, anatomy, so on and so forth aren't going away at all regardless of if you are in Photoshop.

Well first you should actually learn CS3 by itself, then digital painting in general.

I agree with Shinnoki. Just try and experiment tools, filters, brushs, ..... Then you can begin digital painting, "Bold Visions : the digital painting bible" by Gary Tongue is an helpful book, with good step by step, and some advices, I really recommand you this book!
