Why can't I post attachments

I am the new guy. Can anyone tell me why I cannot post attachments? Is it because I am from Australia? I Just want to share!!!!!

you need to upload your image files to another server. check for free hosting sites to get space. then you link to the url of your hosting server where you images reside.
